I believe the original CIA working conclusion- that not enough information had been collected to form a final conclusion.

As your quoted source indicated, no new data or information has been gathered to tip the analysis one way or the other.

The only thing that has changed is the new administrated which has already shown a marked predilection for muzzling governmental agencies from publishing any studies that contradict his opinions.
