That's been a problem for decades, through both Rep and Dem administrations.
That's one of the major reasons I favor migrant worker visas. Then we can run health checks, know who is here, and where they are. A visa will make them less hesitant to cooperate and supply that information because, by definition, that would make them legal.
Sort of like regulating alcohol. You're not going to stop it (ref: Prohibition), but you can control it (who can sell it to whom, etc). We still have problems with it, but it is much better than the Prohibition era.
But the extremists in both parties won't allow true immigration reform to happen. The right-extreme wants a huge wall with machine gun nests (note: didn't work for China, and you can see their wall from space), and the left-extreme wants open borders. So it appears that neither party can get enough support for a compromise, and therefore we have the status quo we've had for, what, 70 years? For the record, Biden is roughly in the middle, from what I can tell. He is not an open-border supporter, contrary to the right-wing media talking points. Just because he doesn't want to separate families -whom may never be reunited, much to our shame-, doesn't mean he thinks we should allow a free flow of migrants. On the other hand, he does seem to favor reasonable asylum requests, as do most democracies throughout the world. Asylum and refugees are a big problem with so many wars going on. And they aren't all from Latin countries. Lots of Ukrainians over the past year-plus.
