Yes they could, if the high school student remembers to bring it to the track meet that is 50 miles away from home. After all, 16-year-old girls have never forgotten a piece of paper in their life right?

You need a birth certificate to get a drivers license or a passport. Do you think that is crazy because it is too unworkable?

How? It is literally written in the law that they either need a birth certificate or to be inspected. A vast majority will be done via birth certificate. Some won't. How do you feel about those that don't?


People get drivers licenses whether or not they have birth certificates, most do it with a birth certificate, it is very rare to not have a birth certificate or some other document that derives from the birth certificate these days.

Ultimately, I have shown my birth certificate to get married, to get a drivers license, and to get a passport. I know have a scan of my birth certificate that I can find if I ever need it, but these derivative documents work.

I was guessing it was your bias that allowed you to be panicked by the need for a birth certificate in this case but not when getting married, voting, or driving, but it could be some other reason that this fairly simple straightforward thing panicked you. I don't know.
