Yes, they wasnt more water (which is why they whine SMELT are depriving people of long showers!) but also more corporate tax cuts, subsidies if things go south Asia again says "shove yer soy where the sun don't shine", less environmental regulations (valley air is notoriously polluted by big ag), and weaker labor associations.
