They're not. They're an effort to reduce the U.S. bilateral trade deficit in goods (not services) with every country in the world. A tariff program that was an effort to contain China would look nothing like this.

BTW, apparently Trump has announced a 90 day pause in some tariffs for some countries. Looks like it's gotten through to the Administration that they have to figure out what the goal is going to be here.
