I think that's wrong. That's a good solution for 1980's era migration - less so now.

Back then, they were mostly men coming to the U.S. alone, primarily driven by opportunities for work. Now, they are more often entire families fleeing (to them) intolerable conditions in their home countries. Now they are more being pushed, not pulled.

Tightening workplace requirements might help a little - but they're not much less likely to come if you have rigorous workplace enforcement. Plus, it's not going to be easy getting Congressional budget approval for a huge allocation of resources for ratcheting up enforcement this way....
