OK, I get it now. "Professor" is just a job title, where each organization can define it and confer it as suits them. I once had a job in an IT department where first line supervisors were given the title "Principal" even though the skills and duties had nothing to do with schools.

Basically. These appointments are mostly honorary in nature -or- involve the politician or somebody using their influence to shake some money out of potential donors. There might also be the odd "seminar" where they basically hold an Ask Me Anything session.
