Yes it's concerning, and yes we have to stay on our toes.

But military forces of adversarial nations are constantly poking and prodding and probing and testing capabilities of their own forces and their adversaries' forces.

How far can they push it? What response will they get?

No response at all means we're asleep at the switch. Good for them, bad for us.

That's how you get an invasion of Crimea under Obamarama and of Donbass and perhaps all of Ukraine under Senile Joe Biden.

Obama signaled Russia could invade when during the debate with Romney he mocked Romney for citing Russia as our biggest geopolitical threat (this was in 2012). Then in 2014 Obama signaled not giving a shit about Russia invading Ukraine again and so Russia invaded Ukraine. (Obama doubled down on his gracious invitation to Russia.)

Biden, same in 2021 with the senile incompetent manner he withdrew from the Banana Stand, then again when he gave a speech flat out saying that NATO wasn't in united in how or if it would respond to Russian "minor incursions" into Ukraine. Russia again accepted a feeble Demos' gracious invitation into Ukraine. In fact, they like their open house tour so much that they decided to take the whole thing off our hands!
