Easy to fix. Add requirement about tax revenues:

"If federal tax revenues from tariffs are LESS than needed to fully fund the US govt AND the tax refunds promised to taxpayers, then the appropriations for the military shall be reduced and diverted, on a dollar-for-dollar basis, to increase the non-military appropriation(s) until they are all at the projected level set by Congress in its budget."
