Yes, it strongly implies that. Though I realize that correlation does not necessarily equal causation. Though it often does.

We have underfunded various departments for far too long. We need more people, not less, to do the complex job of seeing that we aren't exploited by various interest groups and corporations, and seeing to our safety against those who either a) don't give a crap (e.g. the Chinese, corporations that engage in questionable activities, etc), or b) actively want to harm us (e.g. whatever flavor of terrorist you care to name, including domestic terrorists). And we need more taxes if we ever want the hope of taming the budget.

This isn't an exhaustive list of entities from which we need protection. Inside traders, corrupt bankers...the list is very, very, long.
