He said at the time, he was in a no win position. If he released it, he would be blamed for helping one side. If he didn't release it, he would be blamed for helping the other side, by suppressing the information.

I read his book, and am not satisfied. He conspicuously added that an underling didn't want him to release that they had gone through the letters and found zip, nada, bupkiss, because the election was 10 days away. The press needed to look harder at the sequence of events and didn't - just characterized Comey as a working shlub - which meant they didn't think he meant to throw the election. Well, then go look at why the release of the emails to the FBI happened the way it did. I smell a "soft coup". ;P

There wasn't time enough for voters to recover.
