I don't pretend to know if he actually has this authority, but I suspect he doesn't. I base this on all the court cases he has lost thus far while trying to "pare-down" the government. Granted, those cases aren't final. They are TROs. But, from what I gather, he doesn't have that authority, which is why the TROs were issued.

Though it is more of a slam-dunk in the case of Musk. He definitely doesn't have the authority, and neither does his "DOGE" (no matter which way they try to justify the existence of DOGE, it's not kosher, and that's a bigger lawsuit that is in the works).
