Not sure how that's relevant. We have - or had - a secure place to do big events that are hosted by the U.S. Government. The White House has/had facilities like that. But that's public property. Events like the WHCA Dinner aren't held at the White House - they're held on private property. And always will be, because they're events sponsored by a private party.
The issue for the President isn't that the White House grounds aren't adequately secured. It's that the President, of course, has to attend events and functions and meetings that are outside the White House.
