No, malfeasance would be taking money from its designated use to put towards something else. Here's an example of malfeasance: the Trump administration transferring $2.5 billion from military construction projects to build sections of the U.S. border wall with Mexico.

The 9th U.S. Circuit Court of Appeals ruled that was unlawful. Malfeasance.
