Who is running the country? Depends on your point of view. Biden is still the President and doing all of the President stuff Presidents do.

From another point of view, Congressional Republicans are running the country, not by actually doing, but by blocking anything and everything that comes up unless it is one of their pet projects, preferably useless investigations into the latest fever dreams of Fox “news” or His Orangeness.
