What do actual DC residents say about crime in DC?

"The city is really getting dangerous. A person like me, at this age, I have to make sure to come home before sundown."

Why is this sentiment okay with anybody? I don't get the reflexive defense of a situation where people don't feel safe outside of their homes. Why not act to fix it?
