So the journo interpreted the language quickly and much better than the people who wrote it. It looks like the people who wrote it didn't know its funds would be clipped, or they intended the language and this was a test, but likely the former.

Maybe they didn't know it was a government program? Like that now-infamous sign a protestor held several years ago: keep government hands of my medicare. Heck, maybe the sign-holder is now an "official" appointed by the Felon...
