I would hazard a guess that she doesn't think they should get any support services if they are here illegally. And in some states, they won't. I'm guessing NY is one that does (but don't know for a fact). Which is up to NY voters, not me. Other than ER, I don't think they get much in AZ. And the ER is only because the ER can't ask about ability to pay, or legal status. They just have to treat you.
