Perhaps we need a new Marshall Plan embarked on by the global north targeting the global south with the goal of lifting them out of their hardships. But the confounding effects of global warming will make that especially difficult.

That would help, but if I remember the Marshall Plan correctly, a lot of the money got spent outside of Europe, building docks and wharves, infrastructure, so the Euros could trade. That's being done as debt by China now. We need limits (caps) with shutdown power, and some way of dealing with those that fly in. We have to redo or reinterpret the Geneva Convention it seems. Not going to be easy.
