No, it doesn't "stand to reason". It says 88% do not rank abortion as #1, but it says nothing about where they do rank it. I'm sure some rank it "least important", but you can't conclude it is the entire 88%. You can't even conclude that it is most of the 88%.

I know it's not my #1 issue, but it certainly isn't on the bottom of my list, either. Probably in my top 3 or 4, under the category of "women's rights". You couldn't fit a piece of paper between my top 5 issues (i.e. I regard them as equally crucial). But in a survey where I had to rank, abortion would not be #1.
