What's a "guardrail"?

The administrative Deep State, the one that ensures democrat policies are put/kept in place even when democrats lose the election. You see, "democracy" to this board means that when democrats win they can purge the government of any Republican and put democrat policies in place. When Republicans win they need to hire only democrats or Republicans who put democrat policies in place.

That's how they think the country works. And when it doesn't go their way, they riot and hurt people.
