Anybody with a brain knows that is total bullshite, including Lutnick ( yeah, he has a brain ).
I feel for him, a bit - his job requires him to make an argument for something that doesn't really have an answer, or that they haven't bothered to figure out the answer.
The Administration hasn't decided whether the tariffs are going to: i) go away after eliminate trade barriers and increase international trade; ii) raise lots of revenue by imposing a whopping duty but still have international trade; or iii) rework the global economy and having most manufacturing re-shore to the U.S. Nor do they have any idea how to square the circle that a lot of the jobs for imported physical goods pay a tiny fraction of what U.S. workers will accept - does that mean lots of automation, or lots of jobs, coming to the U.S.?
Since Trump started with the tactic he wanted to employ (Massive Tariffs For the Entire World!!!!), not the goal he wanted to achieve, spokesbeings like Lutnick don't have anything they can really commit to.
