As usual, brain-dead politicians (sorry for the redundancy) don't think beyond the first level. They always assume that their intended result will happen and that nobody who is negatively effected will do anything to minimize or evade the harm.

[Classic example is one senator who asked the Government Accountability Office (GAO) how much tax would be collected in each of the first 5 years if the income tax rate on millionaires was 100%.
Anybody with a brain would know that the after the first year, $0.00 would be collected.]

People bought station wagons because they needed the space to seat 2 adults and 2 or 3 or 4 kids and some cargo like groceries. The CAFE fuel economy standards killed station wagons because they were rated as cars.
SUVs and minivans were rated as truck, which had a different CAFE rating.
People needed the haulage capacity, but they couldn't get a station wagon so the had to get a minivan.
