Fire a few administrators to pay the extra expenses. They can end up driving for uber or delivering Domino's pizza - that is until their incompetence gets them fired again.

We're attached to a large midwest university and follow what goes on there very closely. About 20 years ago they started looking around and realizing they needed to make a career path for all these tenured faculty they had who weren't bringing in tons of research revenue. So they started creating position after position of Vice Assistant Second Deputy Dean of this and that. Pretty soon you had dozens of them running around.
