Being a dedicated Fox viewer, I saw it live. If you don't watch regularly, you are unaware this is sort of Jesse's schtick. He says similar things men do then points out they are effeminate for a man to do, eg drink though a straw in public.

I know he was dead serious that Jesse said that. He just did not recognize it as the humor it was.
