Well, the clearly typed digits and tiny words were, but not the tattoos themselves from what I've seen.

To be more clear, the M, S, 1, 3 characters on top were clearly added as were the almost unreadable “Marijuana” “Smiley” “Cross” and “Skull" words below. But it's obvious that these were added only as explanatory aids, not to deceive!

That said, the actual tattoos look real, though proving that it's A-G's hand is another matter. Too bad Van Hollen didn't ask to see A-G's hands!
