It was his lying about his non-sex sex with a twenty-two year old Ms. Monica Lewinski.
“I did not have sexual relations with that woman, Miss Lewinsky.”
Good enough to get him impeached in the house, but not convicted by the two-thirds vote needed in his trial in the Senate.
Fortunately, he provided ample evidence of his lying with the DNA he supplied, via his squirt on Monica's stained blue dress.
Actually, another fortunately, too. If Clinton HAD been convicted in the Senate and removed from office, America would have been blessed by mister Super oatmeal brains himself, Algore. God help America if that had come to pass.
