Or it could be XOM and Oxy going down due to over supply. Exxon CEO in November said they were not regulatory constrained. Therefore, no benefit to them. However, if other oil companies were constrained by regulations, then they may increase production which will drive down prices which is consistent with the Administrations election statements to drive down energy costs.

My guess is, short term bounce and then long term underperformance.
