Whether they do or not doesn't make it smart or sound policy to try to address it through a global freeze on Federal assistance programs in a poorly worded two-page memo, rather than (say) including that program on a specific list of programs that the Administration has decided to pause.

Kind of like it doesn't make it smart or sound to pardon them all instead of taking the time to do the work and go through the list to separate the violent from the non-violent?
