Maybe this reads as a negative, but to me it looks marginally positive. It necessarily highlights to the regulators another consequence of their strict and punitive approach to managing wildfire risk. If the power shuts down more often and the provider cannot make a profit, the state will not get data centers. One of the tradeoffs is therefore between reduced wildfire risk and a perhaps degree of deindustrialization, or at least a slowing of investment in the region. Receiving pushback from the utility might be dismissed as self-interest. Getting the same from customers strikes me as more difficult to dismiss.
