The Shelter and Services Program (SSP) was authorized and funded by Congress.

SSP is a completely separate, appropriated grant program and is not associated in any way with FEMA's disaster-related authorities or funding streams.

BTW, in the Year of the Orange Oaf, 2020, FEMA spent $47 billion and republicans didn't bat an eye or peep a peep.
