Of course it's a trial balloon. Republicans have been sending up trial balloons from before the shutdown about this.

Republicans' position on the extension of the ACA enhanced subsidies has been very, very clear: willingness to work in a bipartisan fashion to attempt to come to some kind of workable compromise--but NOT in response to the Schumer Shutdown blackmail attempt.
