In principle, yes. In practice, not so much. There are a lot of red constituents who just cannot vote blue, so matter how much red is hurting them. I don't pretend to understand the psychology of that. But there are a lot of hardcore red (and, for that matter, blue) that simply cannot pull the level for the other team. No matter what.
