Noem said Senator Alex Padilla's effort to ask her questions during her new conference "wasn't appropriate" and it was lucky for him he wasn't a puppy or she would have shot him in the face.

I made up that last part.

But federal agents actually did drag Padilla out of the news conference, wrestled him to the ground, and handcuffed him after he identified himself as a California state senator.
