They can vote if they have gone through the naturalization process and become citizens.

permanent resident for at least 5 years (or 3 years
if you are married to a U.S. citizen) and meet all
other eligibility requirements."

The naturalization process takes a couple of years, so about 7 years after becoming a permanent resident (green card holder).

I expect most of them are not permanent residents yet.
