Who do Senators think they are speaking to when doing these floor speeches?
Print media. No one's in the chambers, and approximately zero people are watching on C-Span. These speeches are there so that print media (newspapers, bloggers, facebook articles, etc.) have a ready supply of quotes if they want to include a statement by a Democrat against the tariffs.
If there's going to be video that gets used in the nightly news, that will be delivered to the media gaggle outside of the chambers, where they get closer and have a better background. They typically won't use the C-span feed.
