Rick Steves didn't "donate" the money to a charitable org to purchase the property and the center.

He OWNS it now.

He made a $2.25 million dollar real estate investment in what is apparently an extremely valuable piece of property, but currently is depressed in value because there are homeless people hanging around.

So he gets a leftist halo on top of his most likely very profitable investment.
