Texas and Florida local and state LEO agencies are enforcing federal immigration laws and cooperating with federal authorities.

Minnesota is doing the opposite.

During the civil rights marches of the 1960s, and when Eisenhower sent in federal troops in Little Rock in the 50s, they sent the troops into the states that were defying federal authority.

How can you be so dum?
