Steps 2 - 4 are only one possibility. An alternative:

2. Use the Treasury to make equity or financing investments in real estate deals in partnership with Trump and/or other oligarchs.
3. Meanwhile, Trump and/or oligarchs charge hefty fees for management.
4. Projects are mismanaged into bankruptcy, causing the Sovereign Wealth Fund to lose it's investment.
