At the risk of repeating myself, don't try to compare the last trade of one class to the last trade of the other. As others noted, the closing auction has its own peculiarities, and in general the A shares don't trade continuously so you're often looking at a recent B price and an older A price.

If you want to see what the effective ratio is at a normal moment, compare the midpoint of bid and ask of each while the market is open. At the moment that's 1501.936.
