Don’t know, but as a rule President Trump says stuff like this just to rile up the
Democrats and throw them off course.

For awhile, he will offer the defense “It was just a joke. Democrats can’t take a joke.” But if he thinks he has a chance, it will no longer be a joke.

Constitutional guardrails have not stopped him in the past.
