The tech did not exist then to do it. Computing power didn't get to that point until well after 2000--or likely after 2010.

Plus, using much newer materials that did NOT exist then is another key point.

Then, add in the fact all the NASA tech was GIVEN to SpaceX at no cost. So they did NOT have to "start from scratch".
