Obviously, you don't campaign on that. The now-infamous "basket of deplorables" is a great example of that. It's actually true, but you don't say that out loud.

I interpret that statistic to mean that we need to better-educate our population. For a while, we had a great system. Not perfect, but great. Public education was one of the best ideas we ever had, and literacy skyrocketed. The GI Bill sent record numbers of people (mostly men, to be honest) to college. We had well-educated populace. And now there are forces tearing it all down because [reasons].

Given the circles I moved in, I was mostly exposed to well-educated people. But the statistics seem to indicate that the population as a whole is becoming less so. The stats say that basic literacy is declining. You can't have a working democracy if the people that vote don't have a decent education.
