That problem is that other pots of money strewn about the governments various checkbooks have flexibility that could be used to shift resources towards DR, but they are not. That is the malfeasance I am talking about

There is plenty of money for this episode of hurricane season, but episode 3 and 4 have not been funded yet. We are waiting to see if transactional Trump becomes President and we start the Kiss the Ring Series or if a normal person becomes President.
