Not sure he has the power to do it on his own - but Sen. Hawley has introduced a bill to do that:

Seems like that's a bill that might be able to pick up enough Dems to get through the Senate. Both sides are probably willing to go a few billion deeper into the hole in order to have that talking point heading into the election.
