There will be legal challenges, and she will lose them (most likely). I don't follow NM politics, so have no idea what's going on over there. At first blush it seems like a not-well-thought-out reaction to a problem.
Though I believe there are lots of places you can't carry them. Can you open-carry in Seattle? You can in Arizona, of course. I don't think so in NY, but I could be wrong.
I would like the 2nd repealed, but until that happens this sort of seems looney simply because it will create a fuss without any tangible results (i.e. no one arrested for this will serve any jail time, they will have to expended resources in the courts, etc., and will end up with nothing).
