Russian foreign minister Lavrov today said that the "legitimacy of person signing" [sic] any agreement must be resolved first through Ukrainian elections before Putin will sit down face-to-face to negotiate a peace agreement.
And Lavrov also said the idea of a security guarantee by "foreign military intervention in Ukraine is out of the question."
