To be fair, you should exclude the pandemic years.
Why? Doesn't every president face serious unexpected challenges, wars, terrorist attacks etc?
And wasn't Trump's mishandling of the pandemic at least part of the problem? (Americans were dying, while he was downplaying the danger, advocating bleach injections and sending covid tests to Putin.)
Should we exclude the financial crisis years of the Obama Presidency? It certainly was not his fault.
Should we exclude the Terror attacks and the financial collapse years of the Bush Presidency?
Should we exclude the Great Depression part of Hoovers Presidency? It certainly was not his fault.
Should we exclude OPEC's oil embargo against the U.S. that led to severe oil shortages and a spike in energy prices and inflation during the Carter Presidency?
Should we exclude the Panic of 1837 years of the Van Buren Presidency?
