We have the landscape fabric from Costco. I may have to remove the gravel and fabric, check the soil and slope, and put it back. We mostly put that down for weed prevention. But it doesn't allow water to penetrate very well, so it may be functioning as your plastic film is.
If you are going through all that labor, I would get some plastic film and skip the Costco landscape cloth. We have used that in the past and it does just fine letting water through.
If you can get your hands on it, use clay for the slope. Being in VA, we had plenty of that available to us.
