When states and cities started to react to passengers being stuck on a plane, on the ground, for hours, by enacting "passenger's bill of rights", the Bush junta declared that people were under Federal regulation the moment their foot landed on the plane, so they were beyond jurisdiction of state laws, and he had no intention of enacting any Federal "passenger rights" reg.

Trump will probably finish the work of the Bush junta in making it impossible for people to sue corporations, for anything.
